Some states have opposed the idea of borrowing bridge the revenue gap while some have suggested raising tax rate under GST. It was also suggested to bring more items into the ambit of compensation cess to shore up revenues. Punjab Finance Minister Manpreet Singh Badal had said that Punjab is already operating under GST deficit of over 45 percent.
