Bihar Deputy Chief Minister Sushil Kumar Modi has said that central government has given the best possible package to states on borrowing GST Compensation. He said that cooperative federalism wants that states and the central government both appreciate the revenue constraints the other is facing. He added that he had committed to borrow Rs 12 lakh crore from the markets in the fiscal.
