States not ruled by NDA are demanding that a dispute resolution system must be set up to tackle GST issues. They said that they don’t expect that GST Council meeting to be held on 12.10.200 would settle be able to settle the issue of compensation cess. The 10 states have rejected to accept both options. A union official has said that the idea to form a dispute resolution mechanism has already been rejected  by the then Parliamentary standing committee.
