Those states ruled by opposition have insisted that Centre must borrow to meet the shortfall of GST Compensation. About 10 states including Punjab, Kerala, Chhattisgarh, Jharkhand, Tamil Nadu, Maharashtra, Delhi and Puducherry have conveyed that the onus must not be forced upon the states. Chhattisgarh commercial tax minister TS Singh Deo said that first the Centre took away the right of taxation from states and now they want states to borrow which makes no sense.
