After initially rejecting both options, Kerala might become the third of the dissenting states to take up the Rs 1.1 lakh crore borrowing option. Finance minister Thomas Isaac told that the state may accept it under protest as funds are required to run the state. However, they will continue the raise the issue at the GST Council.
